The one exception about the article that I would make concerning opening a downloaded and saved file is not to open it so your anti-virus can check it, but to have your anti-virus and other scanners check the saved file before opening it. This you can do by right-clicking on the file and selecting "scan with...." from the popup menu that appears. Use all the scanners available to check the file before opening it.
